Lisbon monthly budget breakdown for 2026: a sourced model for a remote couple, line by line

This Lisbon monthly budget breakdown puts a remote working couple at about 2,650 to 3,350 euros a month in 2026 with a one bedroom flat, and a single person at about 1,830 to 2,180 euros, on September 2026 prices. Rent is the line that decides where you land in that range.

This is a model budget, not a household's bank statement. We built it only from public, dated sources: official rent statistics from INE (Statistics Portugal), the crowd sourced Numbeo index, and published prices from transport operators, telecom providers, coworking spaces and insurers. Every line says where it comes from, so you can swap in your own numbers. The model household is two adults working remotely, a T1 (one bedroom flat), no car and no children. How much does it cost to live in Lisbon per month?

A couple needs about 3,090 euros a month in the middle scenario of this model, and a single person needs about 2,110.

Where each line comes from:

1. Rent. Numbeo lists a one bedroom flat at 1,419.23 euros in the city centre and 1,067.20 outside it (updated 24 September 2026). Investropa puts the average Lisbon one bedroom at about 1,350 euros, with a realistic band of 1,250 to 1,450 (21 September 2026).
2. Everyday costs. Numbeo estimates 760.90 euros a month for a single person excluding rent, from 1,831 entries by 209 contributors over the past twelve months. We doubled it for two. It is a crowd estimate and Numbeo does not publish the breakdown, so treat it as a planning figure.
3. Coworking. Monis lists Lisbon hot desks at 125 euros (IDEA Spaces, Lisbon WorkHub) and 175 (Cowork Central), in August 2026. On their own sites, Heden lists memberships from 99 euros with VAT included, Second Home a resident desk from 325 plus VAT, and LACS and Impact Hub now price by desk type from 220 plus VAT rather than a flat month. The model uses one desk for the two of you.
4. Health insurance. Feather gives 30 to 60 euros a month per adult for a basic Portuguese plan and 80 to 150 for comprehensive cover (28 April 2026). The model uses 30 each for lean, the midpoint of 45 each for middle, and the comprehensive midpoint of 115 each for comfortable.

A single person on the same sources pays 760.90 plus rent: about 1,828 euros outside the centre and 2,180 in it.

Is Lisbon expensive to live in?

Yes, by Portuguese standards: Lisbon has the highest rents in the country. INE reported on 26 June 2026 that the median rent of new leases in the first quarter of 2026 was 17.42 euros per square metre in the Lisbon municipality, against 9.46 nationally and 14.38 across Greater Lisbon. Lisbon rents rose 8.2 percent in a year, slightly less than the national 9.1 percent.

INE counts contracts declared to the tax authority, so these are agreed rents rather than asking prices. They also show that small flats cost more per square metre: over the 12 months to March 2026, in every municipality above 100,000 residents, T0 and T1 flats had the highest median rent per square metre. What does a couple pay for bills, internet and transport?

Bills, internet, two phones and two transport passes come to roughly 165 to 240 euros a month for a couple in a T1. Numbeo's everyday estimate is meant to cover this kind of spending, so read the table as a check, not an extra.

Two cheaper options exist. The Navegante Municipal pass, valid inside the city only, costs 30 euros. And young people aged 4 to 23 travel free on a personalised Navegante card across the metropolitan area.

Which costs do Lisbon budgets usually miss?

Winter electricity, the fibre lock in and insurance waiting periods are the three lines most budgets leave out.

1. Winter bills. Portugal Expat Hub puts total utilities at about 90 to 140 euros a month in summer and 130 to 220 in winter, because many homes rely on electric heating and lack insulation. The reasons are in why your Portuguese winter electricity bill doubles.
2. The fibre contract. GrowIN Portugal reports that the standard fibre contract carries a 24 month lock in, with early exit penalties of about half the remaining fees in year one and 30 percent in year two. 3. Insurance waiting periods. Most Portuguese insurers apply waiting periods of three to twelve months for non emergency care, according to Apoio Juridico Imigracao. 4. Moving in. Deposits and advance rent are paid once, but they are large. The breakdown is in the 5,600 euro signing day for a Lisbon T1.

What does one month of remote work in Lisbon cost?

A one month stay changes the shape of the budget more than the total: you trade a lease for short term rent and a monthly desk for day passes. Monis lists day passes at 13.50 euros at Cowork Central, from about 10 euros at Heden and 15 to 25 at Outsite Cowork Cafe (August 2026). Ten office days at Cowork Central cost 135 euros, less than most monthly desks.

For a short stay, avoid anything with a lock in. A Woo SIM at 5 euros with no lock in covers the phone. The 24 month fibre contract makes no sense for four weeks, so choose a furnished flat with internet included and test the connection before you pay. Transport stays the same: a 40 euro Navegante Metropolitano pass. Short term furnished rent has no official benchmark, so ask for the full monthly price in writing.

Can you live in Portugal on 1,000 euros a month?

Not in Lisbon, and only just elsewhere. In Lisbon, Numbeo's single person estimate of 760.90 euros excluding rent leaves about 240 euros for housing, while the cheapest one bedroom benchmark is 1,067.

Outside the capital the gap narrows. At INE's national median of 9.46 euros per square metre, a 50 square metre flat on a new lease rents for about 473 euros a month. That leaves about 527 euros for everything else. Numbeo's Lisbon figure suggests that is tight even in a cheaper town, and national medians hide wide local differences. How to use this model for your own budget

Replace the rent line first, because it is 40 to 44 percent of every column. Then check the everyday line against the individual prices in the bills table and your own habits. Keep a separate line for winter and for insurance waiting periods, and do not sign a 24 month fibre contract before you know you are staying.
