Lisbon rent prices in 2026: asking rents dipped while sale prices rose

Lisbon asking rents sit near 22 euros per square metre, about 3 percent lower than a year ago, while signed leases and sale prices kept rising. What it means for you.

Lisbon rent prices in 2026 average about 22 euros per square metre in advertised listings, roughly 3 percent lower than a year earlier according to the idealista reading for May 2026 cited by Investropa (updated 21 September 2026), which puts a typical T1 (one bedroom flat) at about 1,350 euros a month. Signed leases tell a different story: Statistics Portugal (INE) measured a median of 17.42 euros per square metre on new Lisbon contracts in the first quarter of 2026, up 8.2 percent on a year earlier. Sale prices rose faster than both.

So the headline "Lisbon rents fell" is only half true. Listings got a little cheaper. What people actually sign did not. Below we set out the numbers, their sources and what they change for someone arriving this year.

What is the average rent in Lisbon in 2026?

The average asking rent in Lisbon is about 22 euros per square metre per month in 2026, with neighbourhoods ranging from about 17 to 27 euros (Investropa, updated 21 September 2026). In monthly terms, the same source gives these typical asking rents:

Those are asking prices on portals. INE measures something else: the median rent per square metre of leases registered with the tax authority. For the 12 months ending March 2026, that figure was 17.22 euros for the municipality of Lisbon, up 4.9 percent on the previous 12 months (INE, released 26 June 2026). Lisbon remains the most expensive large municipality in the country, against a national median of 9.46 euros in the first quarter.

Did Lisbon rents really go down?

Advertised rents went down slightly, signed rents did not. The 3 percent fall is a year on year change in asking rents on one portal. The INE series, built from registered contracts, still shows Lisbon rising 8.2 percent year on year in the first quarter of 2026, slower than the national 9.1 percent.

Two readings fit both facts. Landlords who priced too high are trimming their listings, and the gap between the advertised price and the signed price is narrowing. That is useful for a tenant: there is more room to negotiate on a listing than there was two years ago. It is not a sign that the market is cheap.

One detail helps sitting tenants. Rents on existing contracts can be raised once a year by the official coefficient, which is 1.0224 for 2026, a 2.24 percent increase, with at least 30 days of written notice (Aviso 23174/2025/2, summarised by Cuatrecasas). New listings are drifting down while renewals are capped close to 2 percent.

How much does it cost to rent an apartment in Lisbon by neighbourhood?

The prime centre costs the most and is not softening. INE's parish figures for the 12 months to March 2026 give the median rent on new contracts:

  1. Santo António: 21.33 euros per square metre, up 2.0 percent.
  2. Misericórdia: 20.00 euros, up 4.5 percent.
  3. Parque das Nações: 18.68 euros, up 2.0 percent.
  4. Avenidas Novas: 18.05 euros, up 4.6 percent.
  5. Lisbon municipality as a whole: 17.22 euros, up 4.9 percent.

INE also reports that Alcântara, Belém, Arroios, Alvalade, Beato, Areeiro and Lumiar sit below the municipal figure on both price and growth. Arroios registered the most new leases of any parish (1,604 contracts), so it is the deepest pool to negotiate in.

In monthly terms, Investropa puts studios and T1s in Arroios, Avenidas Novas and Alcântara at 1,200 to 1,700 euros, and The London Thing lists T1s at 1,000 to 1,300 euros in Arroios and 1,300 to 1,700 euros in Parque das Nações. How much have Lisbon property prices risen in 2026?

Lisbon sale prices are rising by double digits. INE recorded a median of 5,292 euros per square metre on homes sold in Lisbon in the first quarter of 2026, the highest of any large municipality. Over the 12 months to March 2026, the median was 5,082 euros, up 15.2 percent year on year. Buyers with a tax address abroad paid a median 6,325 euros per square metre in Lisbon, against 5,000 euros for buyers with a Portuguese tax address (INE, released 17 July 2026). Investropa's own 2026 estimate is more cautious, at 9 to 12 percent higher in nominal terms.

That gap is what makes "rent for two years, then buy" expensive. On a 400,000 euro flat, a 10 percent rise in one year adds 40,000 euros to the price. A 3 percent dip on a 1,350 euro T1 saves about 40 euros a month, under 500 euros a year. Renting to "get to know the city" first is a sensible choice, but it has a cost, and the cost sits on the purchase side.

What does a non resident pay in transfer tax?

A buyer who is not tax resident in Portugal pays a flat 7.5 percent IMT (property transfer tax) on a home bought from 25 May 2026, under Decree-Law 97/2026 of 20 May, according to imtcalc.pt and the law firm assis partners. The difference is refundable if the buyer becomes a Portuguese tax resident within two years, or lets the home at a moderate rent (up to 2,300 euros a month) under a lease signed within six months and kept for at least 36 months within five years. imtcalc.pt notes that the tax authority had not yet published procedural guidance for refund requests by mid 2026.

The difference is 11,763.35 euros, paid at the deed and recoverable later only if you meet a condition in time. Add notary fees of 500 to 1,000 euros, registry fees of about 250 euros and legal fees of 1 to 1.5 percent plus VAT, 4,000 to 6,000 euros on this flat (Portugal Buyers Agent). Ask a Portuguese lawyer what is in force on the day you sign a promissory contract.

Should you rent or buy in Lisbon in 2026?

For most newcomers, renting first is still the right move, but with a plan. A registered lease of at least 12 months is what consulates expect for the D8 residence visa, so you need one anyway; check your route in Visa Check. Then:

  1. Negotiate on listings. Asking rents are soft, so ask for a lower rent or a free month in writing, with proof of income attached.
  2. Target the deep parishes. Arroios, Alcântara and Areeiro sit below the Lisbon median, and Arroios has the most new leases of any parish.
  3. If you know you will buy, set a date. Prices rose 15.2 percent in the latest INE 12 month series.
  4. If you buy before becoming tax resident, budget the flat 7.5 percent IMT and treat the refund as a later bonus.
