Your first month in Portugal: NIF, NISS, bank account, address proof and your licence
The order that works, and what each step unlocks
Get the NIF first, a Portuguese number second and proof of address third, because the bank, Segurança Social and the health centre all ask for those three.
Every step in Portuguese admin is a key to the next lock. The rule we give anyone planning a move is simple: never start a step whose document you do not already hold.
Four dependencies drive the whole month. The NIF, the Portuguese tax number, gates the lease, the bank account, the phone contract and the utilities. A Portuguese mobile number carries the security codes banks and portals send you. Proof of address decides whether a bank will open an account. And for anyone from outside the EU, the residence authorisation, or proof that you have applied for it, gates the NISS, the combined number desk and Chave Móvel Digital.
Two speeds help you plan. What happens at a counter is same day or close to it: the NIF, the SIM, the atestado de residência, the health number. What travels through an institution takes weeks: the NISS online, a remote bank opening, a licence exchange. Start the slow ones on the day you qualify for them.
One step changes your legal position rather than your paperwork: putting a Portuguese address on your NIF. It is right once you live here and wrong while you are still scouting, as the NIF address section explains.

The NIF: free at a counter, paid from abroad
A NIF is free and issued on the spot at any Finanças office or Loja do Cidadão, while an agency route from abroad costs from 99.90 euros plus 10.20 euros of stamp duty and takes about ten working days.
The free route. Requesting a NIF is free, and at a Finanças office or a Loja do Cidadão the number is attributed on the spot, according to Santander Portugal. You can book a slot on +351 217 206 707, weekdays from 9am to 7pm, rather than take a ticket.
What to bring as a resident. The tax authority's FAQ lists, for a third country national registering as a resident, a passport or civil ID, plus an AIMA residence title, a declaration of an international protection request, or the AIMA proof of an appointment or pending application. If those documents carry no address, add a property deed, a lease, an employment contract or a document from a public entity.
The remote route. Through the e-balcão on Portal das Finanças, a non resident from outside the EU can only be registered by a legal representative; EU and EEA nationals can register as residents directly. The menu path is Registo Contribuinte, then Identific, then Atrib/Alter NIF-Singulares. Agencies sell this service: FastNIF quotes from 99.90 euros plus a 10.20 euro stamp duty, and about ten working days, around sixteen in the European summer holidays.
Which route fits. If you need to sign a lease or open an account before you land, pay. If you arrive with a few weeks to spare, the counter does the same job for nothing. We compare both routes, with the case for each, in NIF Portugal: free at a Finanças counter, or paid from abroad.
Before you leave the desk. Check the spelling of your name and the address recorded on the NIF letter, and keep a photo of it: it is the paper a landlord, a bank and a phone shop will ask to see.

The address on your NIF and the fiscal representative question
Since Ofício Circulado 90057 of 20 July 2022 you do not need a fiscal representative just to get a NIF, and the address you put on it is a statement about where you live, so change it to Portugal when your lease starts, not before.
Do you need a fiscal representative? Not to get a NIF. Point 2 of Ofício Circulado 90057, sent by the tax authority on 20 July 2022, says a non resident with an address outside the EU and the EEA does not have to appoint one when registering. For non residents with an EU or EEA address it is always optional.
When one becomes necessary. A third country resident who later starts a tax relationship in Portugal, such as owning a car or property here, signing a Portuguese employment contract or working as self employed here, must appoint a representative or join electronic notifications on Portal das Finanças within 15 days. Notifications replace the representative in every case except self employment, which keeps a VAT representative. Where one is required and missing, the fine runs up to 7,500 euros. The address box. Treat the address on your NIF as a declaration, not as contact details. A Portuguese address tells the tax authority you live here, which is right once you do and costly if you do it during a scouting trip, because the day you become resident decides which of your income Portugal taxes. The order we suggest. Non resident NIF first, lease second, address change third, then remove any representative. Portutax notes that cancelling the agency contract does not end the appointment: the change has to be made on Portal das Finanças, or the annual invoice keeps coming.
Proof of address: the atestado de residência and what counts
A lease, a deed, a utility bill or a work contract usually counts, and when you have none in your name the atestado de residência from your junta de freguesia costs up to about 5 euros and issues in one to three business days.
Portugal has no single national proof of address. Each office decides what it will take, which is why one newcomer sails through and the next is sent home.
The documents that usually work. A lease (contrato de arrendamento) in your name, a property deed, a utility bill, a work contract that states your address, or a document from a public entity. Banks check the date: ActivoBank and Millennium BCP both ask for a proof of address dated within the last 12 months.
The atestado de residência. It is a certificate from your junta de freguesia confirming where you habitually live, which ComparaJá defines as at least 185 days a year. It costs up to about 5 euros at the junta, each junta setting its own price, 5.60 euros at a Loja do Cidadão, and usually issues in one to three business days, faster for an extra fee. If you are already registered with the tax or social security systems, a residence certificate can be downloaded free from Portal das Finanças or Segurança Social Direta, which is worth trying before you queue.
No contract in your name. This is the classic case if you sublet or live with a partner. Juntas set their own requirements: some ask only for ID, others for witness signatures, rent receipts or your NIF. Call the junta for your parish and ask what that desk wants before you go.
The loop to avoid. Get the NIF first, with your foreign address if you are not resident yet, then the lease or the atestado, then the bank. Trying to open the bank account first is the mistake that costs the most time.
Opening a bank account: who says yes to a newcomer, and what it costs
Monthly fees run from 0 euros at ActivoBank to 6.25 euros at BPI before 4 percent stamp duty, Millennium BCP asks for a 250 euro opening deposit, and the legally capped basic account costs 5.37 euros a year.
What every branch asks for. An identity document, your NIF, a proof of address and a proof of income or professional status. United States citizens also fill in a W-9 for FATCA reporting, according to Global Citizen Solutions. No traditional Portuguese bank starts the file without the NIF.
Millennium BCP. Its opening page lists an ID, a proof of address under 12 months, a proof of profession and a minimum opening deposit of 250 euros. The Conta Millennium costs 5.20 euros a month from age 23 and nothing below it. Online opening needs a Portuguese Citizen Card, so a foreigner opens at a branch or, from abroad, through the bank's representation offices. Millennium is also the partner bank most remote account services use: Migaku puts those services from about 290 euros, over two to four weeks.
ActivoBank. The Conta Simples has no maintenance fee and no minimum deposit. In person it accepts a residence title valid for more than 12 months, or an EU, Schengen or UK passport, together with a NIF, a proof of address under 12 months and a proof of professional status under 6 months. For a non EU newcomer that usually means after the residence card, which makes it an excellent second account rather than a first one.
The others. Novobanco markets a Conta Boas Vindas for newcomers and a Conta Golden Key for non residents (Wise). CGD, the state bank, has the widest branch network. Deposits at Portuguese licensed banks are protected up to 100,000 euros per depositor per bank.
The basic account nobody mentions. Serviços mínimos bancários is a basic current account capped by law at 5.37 euros a year in 2026, open to anyone who holds no other current account in Portugal. Banks do not advertise it; ask for it by name.

Revolut, Wise and the Portuguese IBAN question
Revolut now gives Portuguese customers a local euro IBAN, but it is not on the MB Way network, and some landlords and employers still ask for a traditional Portuguese bank.
What the fintechs do well. You can run daily life on Revolut or Wise. Revolut gives customers in Portugal a Portuguese euro IBAN, and neither charges a monthly fee on its standard plan, according to Movingto's 2026 bank guide. For spending, holding several currencies and sending money home, either is enough on its own. The currency check tool shows what moving your income into euros costs by route.
Where they stop being enough. Three things keep tripping people up. MB Way needs a Portuguese card from one of its participating banks, and Revolut is not on that list. Multibanco reference payments are easiest from a Portuguese bank app. And some landlords, employers and consulates still ask for a statement or a letter from a traditional Portuguese bank.
IBAN discrimination. Under SEPA rules, a company in the euro area that accepts euro transfers or direct debits should not refuse your account because the IBAN starts with LT, BE or DE rather than PT. It still happens, usually because a form field checks the first two characters. A polite written request, in Portuguese if you can, often gets a human to override the form.
The pragmatic answer. Keep both. Use the fintech for spending and currency, and hold one cheap Portuguese account for rent, direct debits, MB Way and anything with a reference number. And do not close your home country account on arrival: renewals and tax paperwork tend to need it for another year.
MB Way and Multibanco: the payment layer daily life runs on
MB Way is free, works with a foreign phone number as long as the card behind it is Portuguese, and caps transfers at 2,000 euros each and receipts at 5,000 euros or 50 transactions a month.
Multibanco first. Multibanco is the national ATM and payment network. Many Portuguese bills, taxes, fines and online checkouts are paid by entity and reference: an entity number, a reference and an amount, typed into an ATM or your bank app. Once you have a Portuguese account it is the least friction way to pay anything in the country.
MB Way on top. MB Way is the phone layer over it, used to pay friends by phone number, split a bill or pay in shops. The official FAQ counts 28 participating banks, covering more than 95 percent of Portuguese banks.
What you need. A Portuguese bank card, a phone number registered with your bank, and a device running Android 9 or later or iOS 15.6 or later. The number does not have to be Portuguese: MB WAY says international numbers linked to a Portuguese card work at no extra charge. If you later switch to a Portuguese number, change it at the bank first.
The limits. 2,000 euros per transfer, and up to 5,000 euros or 50 transactions received a month. Someone who is not on MB Way yet gets an SMS and has 48 hours to join and collect the money. Tell them to expect it.
What does not work. Revolut is not on the participant list, so MB Way will not attach to a Revolut card. Check the current list on the official MB WAY site before you rely on any other fintech.
NISS and the SNS number, and the desk that issues three numbers at once
The NISS is free and can be requested fully online since 13 August 2025, the SNS número de utente comes from your health centre, and 12 Espaço Cidadão desks issue the NIF, NISS and utente number in one request.
What the NISS is. The número de identificação da segurança social is an eleven digit number that identifies you in the contributions system. It is not a tax number and not a health number. You need it if you will be employed in Portugal or register as self employed. A remote employee insured abroad or a retiree with no Portuguese income may never need one.
How to get it. The request is free, gov.pt states. Since 13 August 2025 foreigners can request and obtain it fully online through the Segurança Social portal, with a biometric identity check. A third country national attaches a passport, the work visa or residence authorisation, and proof of the work situation, such as a contract or a self employed registration; the online form takes it as a single PDF. An employer can also file the request for you when you start a job.
How long it takes. No official processing time is published. GetNIFPortugal reports a few days to a couple of weeks, and up to a month depending on the office. If you work for yourself, our first year on recibos verdes explains what the NISS triggers next.
The SNS número de utente. You receive it at a public health unit, usually the centro de saúde for your address, and you do not need a NISS first. What the number gives you, and what full SNS registration needs, is in the healthcare guide.
The one visit shortcut. Twelve Espaço Cidadão desks, listed on the gov.pt service page updated on 17 September 2026, issue the NIF, the NISS and the utente number in one request. It is open to foreigners with a Portuguese address who have requested or obtained a residence authorisation, EU citizens and people under international protection. Your driving licence: keep it, register it or exchange it
EU and EEA holders register their licence free within 60 days, a qualifying OECD or CPLP licence such as a US, UK or Brazilian one can keep being used after residency, and other licences must be exchanged within 90 days, online only since 21 January 2026.
EU and EEA licences. You can drive on your licence until it expires, but IMT asks you to register it, free, within 60 days of establishing residence.
OECD and CPLP licences. IMT lets a licence from countries such as the United States, the United Kingdom, Canada, Australia, Japan, Switzerland or Brazil keep driving after you become resident, provided it is valid, was issued or renewed within the last 15 years, and the holder is under 60. Exchange is then optional and exam free, for a 30 euro fee with 10 percent off online.
Every other licence, and OECD or CPLP licences that fail those conditions. You can keep driving for the first 90 days of residence, and you must file the exchange in that window. From day 90 to two years you can still apply but can no longer drive on the foreign licence. After two years, an exchange means a practical driving test.
How the exchange works. Since 21 January 2026 every foreign licence exchange starts online on the IMT services portal, with no in person filing. IMT then calls you to a counter for biometric data. gov.pt gives an average of 60 days to receive the Portuguese licence, and a provisional guia lets you drive in the meantime. A medical evaluation is always required, and categories C, D and E add a psychological one.
The trap. The guia is valid in Portugal only, so plan any drive into Spain or any rental abroad around it. The certificate of authenticity a US licence needs, the costs and a calendar you can copy are in exchanging a driving licence in Portugal: when the 90 day rule applies.

Bringing a car: the tax exemption and the 20 working day clock
Importing a car rarely pays without the change of residence exemption from vehicle tax, which needs six months of prior residence, six months of ownership, an application within 12 months and no resale for 12 months.
The exemption. The UK government's guidance on importing a vehicle into Portugal sets out four conditions for the change of residence exemption from ISV, the Portuguese vehicle tax. You were resident in your former country for at least six months, consecutive or not. You owned the vehicle there for at least six months before moving. You apply within 12 months of arriving in Portugal. And you do not sell, give away, hire out or lend the car for 12 months after it gets its Portuguese registration.
The short clock. If you do not qualify for the exemption, you have 20 working days from the day the car enters Portugal to start the import through the customs vehicle declaration, the DAV, on Portal das Finanças. That clock starts at the border, not when you get round to the paperwork.
The decision. We do not publish an ISV estimate here, because the amount depends on the specific vehicle and the current tables, and a wrong number in a decision this size is worse than none. If you qualify for the exemption and like your car, bringing it is usually worth the paperwork. If you do not, price the same model on the Portuguese used market first. Many remote workers in Lisbon do without a car altogether.
Phone, Chave Móvel Digital and the certificate your home country will ask for
A prepaid SIM needs only a passport and costs about 10 euros for 55 GB, a contract needs a NIF and a Portuguese IBAN, and Chave Móvel Digital turns most remaining paperwork into logins.
Buy the SIM in the first two days. A prepaid line needs a passport for registration. Traveltomtom's 2026 prices: NOS sells 55 GB for 10 euros a month and 100 GB for 19 euros, Vodafone 55 GB for 10 euros and 95 GB for 15 euros per four weeks, and MEO runs weekly bundles from 2.50 euros for 50 GB. A postpaid contract needs a NIF, a Portuguese address and Portuguese bank details, which is why it comes after the bank.
Why a Portuguese number matters. It is what banks put on file for security codes, what a landlord will call and what Chave Móvel Digital binds to. MB Way accepts a foreign number, but almost every Portuguese process runs smoother with a local one.
Chave Móvel Digital. CMD is the state digital identity: a PIN plus an SMS code that logs you into Portal das Finanças, Segurança Social Direta and gov.pt services, and lets you sign documents. It needs a residence card and a Portuguese phone number, which is why it sits at the end of the month. It is also one of the two items AIMA names for the combined number desk.
The certificate you will want later. Once you are registered as a tax resident, the certificado de residência fiscal can be downloaded free from Portal das Finanças. Your home country's tax office asks for it when you claim treaty relief.

Yes, at no extra cost, as long as the number is the one registered with the Portuguese bank that issued your card. You still need a Portuguese card from one of the 28 participating banks, so Revolut does not qualify. Transfers are capped at 2,000 euros each, and receipts at 5,000 euros or 50 transactions a month.
It depends where it was issued. EU and EEA holders register it free with IMT within 60 days. A valid OECD or CPLP licence, such as a US, UK or Brazilian one issued within 15 years and held by a driver under 60, can keep being used. Other licences must be exchanged online within 90 days of residence.
