What counts as proof of address in Portugal?
Every newcomer hits the same loop. The bank wants proof of address, the landlord wants a Portuguese bank account, and AIMA wants both. Knowing which document each office actually accepts is what breaks it.
What each counter takes

The atestado de residencia
This is the parish council's certificate that you habitually live at an address, meaning at least 185 days a year there. It costs about 5 euros at the junta and 5.60 euros at a Loja do Cidadao, and takes one to three business days in person. A residence certificate is also available free online through Portal das Financas or Seguranca Social Direta once you are registered with them.
If nothing is in your name, most juntas will issue it on the word of two witnesses who are registered in the same parish and are not family. Practice varies a lot between juntas, so call before you queue.
If your landlord will not register the lease
An unregistered lease is close to useless for AIMA. Tenants can register it themselves through the CLS procedure on Portal das Financas rather than depending on the landlord, which also produces the rent receipts you will want at tax time. Do this early, not the week before your appointment.
The Airbnb question
A short stay address is fine on a non-resident NIF, and you can even keep a foreign address there until you actually move. It is not fine for AIMA or for a bank, both of which want a real Portuguese address they can write to. If your first months are in temporary accommodation, get the atestado from the junta of that address rather than inventing a permanence you do not have.
