NIF Portugal: free at a Finanças counter, or about 100 to 400 euros from abroad

A Portuguese NIF is free and issued the same day in person. From abroad, an agency and a fiscal representative cost about 100 to 400 euros. How to choose.

A NIF in Portugal costs nothing and is issued on the spot when you ask for it in person at a Finanças office or a Loja do Cidadão; the paid route, through an agency and a fiscal representative, costs from about 100 euros and takes around ten working days, but works from anywhere in the world.

The NIF (número de identificação fiscal) is the Portuguese tax number. Landlords, banks, phone companies and utilities ask for it before they sign anything with you, so it is usually the first piece of admin a newcomer deals with. Most pages that rank for it are written by agencies that sell it. This one sets out both routes with dated, sourced figures so you can pick.

How do you get a NIF in Portugal?

You get a NIF in one of two ways: in person at the tax authority, or remotely through a fiscal representative who files the request for you.

  1. In person. You go to a Finanças office or a Loja do Cidadão with your documents. Santander Portugal's guide, checked on 26 September 2026, says the request is "totally free" and the number is attributed on the spot. Appointments can be booked on +351 217 206 707, weekdays from 9am to 7pm.
  2. Remotely. A non-resident foreigner can have the NIF requested online through the e-balcão of Portal das Finanças, but only by a legal representative in Portugal. That rule, stated in the tax authority's own FAQ, is the gap agencies sell into.

Since March 2025, selected Espaço Cidadão desks also handle the NIF, the NISS (social security number) and the SNS health number in one request. gov.pt lists twelve such desks across Portugal (updated 17 September 2026), so check the list before you cross town. Can a foreigner get a NIF?

Yes, any foreigner can get a NIF; what changes is the paperwork. The Portal das Finanças FAQ lists what a third country national registering as a resident must show:

  1. A passport or civil identification document.
  2. One of the following: a residence authorisation title, a declaration of an international protection request, or the AIMA document proving an appointment or pending application.
  3. Proof of address, if the documents above do not carry one: a property deed, a lease, an employment contract or a document from a public entity.

Santander Portugal's guide lists what the number is needed for: opening a bank account, buying or renting property, signing a work contract, paying taxes and contracting electricity, water, internet or phone services. If you do not yet live in Portugal, you register as a non-resident, and the request goes through a representative. That is the usual situation for anyone who wants a lease or a bank account in place before landing.

How much does a NIF cost in Portugal?

The NIF itself is free; what you pay for is the representative and the convenience. These are the published figures we checked on 26 September 2026:

The recurring line is the one to watch. An agency bundle may include one year of representation that renews unless you cancel it. Ask for an itemised quote that separates the NIF request, the stamp duty and the yearly representation fee.

Can you get a NIF in Portugal online?

You can get a NIF online only through a representative, not by yourself as a non-resident. Santander Portugal and the Portal das Finanças FAQ agree on this point: the online route for non-resident foreigners runs through the e-balcão, filed by a fiscal or legal representative in Portugal.

Timelines on this route are longer than at the counter:

  1. FastNIF gives about 10 working days for a remote application, and around 16 during the European summer holidays.
  2. Portutax says a remote application generally takes from a few days to a few weeks, depending on the quality of the documents provided.
  3. Access to Portal das Finanças is a separate step. The login credentials are posted to your registered tax address, which Portutax says can add another two to four weeks.

If your plan depends on logging in to the portal in your first week, add a month to it.

The free route fits anyone already in Portugal, or arriving within a few weeks, who can show a proof of address. The paid route fits people who need the number before they have that address.

Paying makes sense in four cases:

  1. You sign a lease or buy property before you arrive. You need a NIF for the contract, and a counter visit needs an address you do not have yet.
  2. You are working to a visa timeline. A D7 or D8 file often needs a NIF and a Portuguese bank account before the consular appointment. Check the current requirements in our Visa Check tool.
  3. You own Portuguese assets as a non-resident. You may need a representative anyway, so adding the NIF request costs little.
  4. You cannot travel. The simplest reason, and the most common.

Do you need a NIF to open a bank account in Portugal?

Yes, Portuguese banks ask for a NIF when you open an account, which is why the NIF comes first in every newcomer's admin sequence. When does the fiscal representative stop being needed?

The obligation ends once you become tax resident and update your NIF address to a Portuguese one, according to Portutax. Since a July 2022 change (Ofício Circulado 90057), EU and EEA residents are exempt, and non-EU residents without tax obligations in Portugal can drop the representative by activating electronic notifications on Portal das Finanças.

Nobody removes the representative for you. Update your address at Finanças as soon as you have your residence card, then end the contract formally.
