How do I get the CRUE certificate as an EU citizen and how much does it cost?

The Certificado de Registo de Cidadao da Uniao Europeia turns a free movement stay into a documented residence. It rests on Lei 37/2006, the Portuguese transposition of Directive 2004/38, and since AIMA replaced SEF it is the camaras municipais that issue it. There is no visa and no AIMA appointment in this route, which is why EU arrivals often skip it and then discover they cannot prove when their residence began.

The window

You register after three months of residence, within the following 30 days. Month four is the target. Turning up in month two usually gets you sent away, because the obligation has not started yet.

What to bring

1. A valid passport or national identity card.
2. Your NIF, which you get first, free and same day, at a Financas desk or a Loja do Cidadao.
3. Proof of address in that municipality: a lease, a utility bill in your name, or an atestado de residencia from your junta de freguesia, which costs about 5 euros.
4. Proof of means, such as an employment contract, recibos verdes, a pension statement or bank statements. Some municipalities accept a signed declaration.

You must appear in person. A power of attorney is not accepted for this document, which catches out people who send a lawyer for everything else.

How long it takes

Porto issues it the same day at the counter, or within about 10 business days when you start online through the Portal do Municipe. Lisbon and smaller camaras each run their own booking system, so check your own camara's page before making the trip. Swiss nationals should confirm the route with their camara, since their residence rights come from a separate agreement rather than from Lei 37/2006.

What it unlocks

The CRUE is the document the next three offices want to see: Seguranca Social for the NISS, your health centre for the numero de utente, and some banks at onboarding. It is also the dated proof of when your legal residence started, which matters when you count toward permanent residence at five years or naturalisation at seven. The order that works is NIF, address proof, CRUE, then NISS and SNS.
