Do I need a motorbike licence to ride a scooter on Koh Tao?

The rental shop and the law are two different conversations, and so is the one with your insurer. The shop hands you keys for 200 to 300 THB a day. The insurer reads your licence category after the accident.

You need two documents together: your national licence with a motorcycle category, and an International Driving Permit that repeats that category. Which permit depends on the country that issued your licence. GOV.UK lists the 1968 version for UK licence holders driving in Thailand, and the UK Foreign Office says you must carry it with your UK licence. Ask your own issuing body which version it lists for Thailand. The permit only copies what is on your home licence, so if your licence has no motorcycle category, neither will the permit, and nothing on the island can fix that.

Helmets are compulsory by law. A rental company's licence guide puts the fine at a police checkpoint at 500 to 1,000 THB, which is the small part of the risk.

Why it is not a paperwork detail

The UK Foreign Office warns that riding without a valid licence could invalidate your travel insurance, and that many policies require the licence category for the vehicle you ride. Road traffic is the largest risk a remote worker faces in Thailand, not crime. The World Health Organization counted 18,218 road deaths in 2021, an average of 50 a day, and motorcyclists were 83.8 percent of them. On Koh Tao itself, Traveltomtom names traffic accidents on rented scooters as the biggest safety risk, on steep concrete hills with sand on the corners.

Before you fly

  1. Check that your home licence carries a motorcycle category for the engine size you plan to ride.
  2. Get the International Driving Permit your issuing body lists for Thailand, with the motorcycle category.
  3. Read the motorbike clause of your insurance: engine size, licence wording and helmet rule.
