What city in Portugal has the lowest cost of living?

Portugal has no official city by city cost of living index. What it does have is INE's quarterly rent statistics, built from every new lease declared to the tax authority, and rent is the line that separates one Portuguese city from another most clearly.

The per square metre figures are INE's, published on 29 September 2026. The right hand column is our arithmetic. Barcelos plots lowest of the 24 large municipalities on INE's chart, a little under 7 euros, and Vila Nova de Famalicão sits between Santa Maria da Feira and Guimarães, at roughly 7.50 euros. The release prints no exact figure for either, so those two are our reading of the chart and we leave them out of the table.

The cheapest large cities

All four are in the north, and Santa Maria da Feira belongs to the Porto metropolitan area. Guimarães is also where rents rose fastest among the 24, up 20.7 percent in a year, so cheap is not the same as stable.

Cheaper still, in the interior

Outside the large municipalities the numbers fall further. Over the twelve months to June 2026, the lowest median in the Porto metropolitan area was 5.28 euros in Arouca, against 14.48 in Porto itself. INE prints no figure for the very bottom of the range in its text, so the next two numbers are read from its charts and map legends and are approximate. Terras de Trás-os-Montes is the lowest sub region for the quarter, at about 4.40 euros (the map scale starts at 4.42). Over the twelve months, the chart marks Mêda, in the interior, as the lowest municipality with enough leases to be reported, and the map scale starts at 2.65 euros.

What the rent figure leaves out

A low rent town can mean a car, fewer flights, little English spoken and no coworking space. Price the whole month, not the lease alone, because running a car can cancel much of a rent saving. The medians also cover every new lease INE counts, of every size and condition, so treat them as a planning figure and not as a quote for a furnished flat.
