My Portuguese residence permit expired: still valid?

For three years an expired Portuguese residence card was, in effect, still a valid one, because successive decrees extended every permit automatically. That regime is over, and a lot of people are still relying on it.

What changed and when

Blanket automatic extensions by decree, running since 2020, ended on 15 October 2025. Cards that had expired between 22 February 2020 and 30 June 2025 stayed valid until 15 April 2026 for holders who had started a renewal. On 2 April 2026 AIMA moved from that fixed date to a rolling 60 day certificate, renewable until the final decision and card issue, for renewals handled by its Estrutura de Missao task force; those are downloaded from the personal area of the AIMA site. After 30 June 2025, the only protection for anyone else is the ordinary renewal rule below.

What covers you now

If you filed a renewal, the protection is Decreto-Lei 84/2007 article 63(14), which keeps your right of residence alive for up to six months after the card expires when the renewal was genuinely initiated, and Lei 23/2007 article 78(7) gives the renewal receipt the same effects as the card for 60 days, renewable. The proof is the comprovativo issued by AIMA, with its QR code, which arrives within about ten working days of a paid submission and is presented together with the expired card. Renewals take three to six months from submission to a new card, so the six month cushion usually holds, but it is a cushion and not a blank cheque.

If you have not filed yet

Do it now. The filing window runs from 90 days before expiry (Decreto Regulamentar 84/2007 article 63(16)) to 30 days before it (Lei 23/2007 article 78(1)), and the AIMA online renewal portal opens by batches of expiry month. Incomplete files have been refused since April 2025, so gather the passport, the old card, a lease registered with Financas and current proof of means before you start, and pay the DUC within ten working days of receiving it.

Travel and daily life

Inside Portugal the expired card plus the receipt is the accepted combination for banks, employers and health services. AIMA itself says an expired card kept alive by the six month rule is not valid outside Portugal, and travellers report being refused boarding on it, so re-entering through another Schengen country is the real risk, not travel inside Portugal. If AIMA has blown its own deadline, an Article 66 CPTA action to compel a decision is available, with one year from the lapse to file.
