Can I travel while my Portuguese residence permit renewal is pending?

The legal position and the practical position are different, and the gap between them is where people lose flights.

What protects you, and where

Your right of residence continues for up to six months after the card expires when the renewal was genuinely initiated, under article 63(14) of Decreto-Lei 84/2007. AIMA issues a receipt carrying a QR code, usually within about ten working days of a paid submission, and that document is what evidences it. In Portugal it works: for a landlord, a bank, a health centre, a police check.

This matters more than it used to, because the blanket automatic extensions that covered expired permits through the backlog years ended on 15 October 2025. Whatever the receipt does for you now, it does because you filed, not because the state is extending everyone.

The actual risk sits abroad

An expired card plus a Portuguese language receipt is not a document a border officer in Frankfurt or Amsterdam is trained to read. Airlines check documents at the gate against their own rules, and a boarding refusal is decided in about forty seconds by someone who will not adjudicate Portuguese administrative law.

So the honest advice is a ranking, not a yes or no.

If you have to go

Carry the expired card, the AIMA receipt with the QR code, the payment proof for the DUC, and a printed copy of the provision you are relying on. Fly in and out of Lisbon or Porto rather than connecting through another member state. Keep the trip short, and remember the other limit running in the background: more than six consecutive months or eight total months outside Portugal in a permit period is a renewal problem of its own.
