Is daycare free in Portugal?

Creche Feliz turned childcare from a monthly bill into a queuing problem. Knowing which of the two you are facing changes how you plan your move.

Who gets a free place

Children born on or after 1 September 2021 qualify automatically at a participating creche, with no income test. Participating means the solidarity network (IPSS), Santa Casa da Misericordia de Lisboa, Seguranca Social registered childminders, or a private creche that has joined the pool of adherent creches. Children born before that date qualify only if the household falls in the 1st or 2nd income bracket, and only in the solidarity network.

The state transfers 551.50 euros per child per month straight to the creche, raised from 515.90 euros and backdated to January 2026. That covers meals, pedagogical activities, extended hours, insurance and registration fees. Nappies, uniforms and optional activities stay on your bill.

How you apply, since April 2026

Since 9 April 2026 requests are made only online, in Seguranca Social Direta, under Familia, Creche Feliz. You name up to three creches per request and they are processed in cascade: first choice, then second, then third. The standalone Creche Feliz app was discontinued in May 2026, with its functions moved into the Seguranca Social app.

Do not stop there. Register directly with each creche as well, because the institution controls the seat, not the portal.

What it does not cover

If no participating creche has a place, you pay. A private creche outside the programme typically runs 250 to 650 euros a month, depending on location, hours and services, with registration, materials and activities often billed on top. Some private creches have joined the Creche Feliz pool, so check the portal before you sign a paid contract.

Availability is the real constraint. Solidarity network creches typically close their September admissions in June, and many Portuguese families register during pregnancy. In 2024/25, 126,105 children were enrolled under Creche Feliz against 132,109 available places nationally, and the Government said on 18 September 2026 that 97 percent of requests nationwide now have a place assigned, covering more than 141,000 children. A national figure says little about a specific parish in Lisbon or Porto, and no official waiting list figure by area is published. From age three it gets easier

Lei n. 22/2025 makes pre-school education universal from age three, obliging the State to guarantee a free place in the year the child turns three. Public pre-school teaching is free for 25 hours a week, usually 9:00 to 15:30, with paid extended hours before and after set by the council and household income.

Practical advice: file the request the month you have a NISS and an address, not the month term starts, and treat any private quote as a bridge, not a plan.
