Creche in Portugal: why September is the wrong month to start looking

A creche in Portugal is free for children up to age 3 under the Creche Feliz programme, but the free places for a September start are usually allocated by June, so a family that starts looking in September is choosing from what is left. The price is the easy part. The calendar is the hard part.

This page sets out how the programme works in 2026, how the online application runs, and what the alternatives cost while a family waits.

Is daycare free in Portugal?

Yes: creche is free for children up to 3 years old who attend a creche covered by the Creche Feliz measure. The Segurança Social page for the programme (updated 21 April 2026, checked 26 September 2026) lists who is covered:

1. Creches and family creches of the solidarity network (IPSS, Misericórdias).
2. Creches of the Santa Casa da Misericórdia de Lisboa.
3. Segurança Social childminders (amas).
4. Private and public creches that have joined the pool of adherent creches (bolsa de creches aderentes).

The family pays nothing for the base monthly fee. Segurança Social pays the creche directly, and the Government raised that payment from 515.90 to 551.50 euros per child per month, backdated to January 2026 (Government communiqué of 15 April 2026). Coverflex notes that extras such as nappies, uniforms and optional activities stay with the family (guide updated 5 August 2026).

A place outside the programme is a different budget. Coverflex puts private creche fees outside the free network at 250 to 650 euros a month, depending on location, hours and services.

When should you apply for a creche in Portugal?

Apply as soon as you have the documents to do it, ideally months before the start date you want. Creches.app, a Portuguese creche directory, reports that solidarity network creches closed their admissions for September 2026 back in June, and advises families to apply as early as possible, even during pregnancy (guide updated 21 August 2026).

That is the core of the problem for families who move in the summer. The school year in the creche network restarts in September, but the decisions for that restart are made in the spring. From June onwards, what remains is withdrawals, spare places and the private network.

The national picture is better than the local one. In 2024/25, 126,105 children were enrolled in free places against 132,109 available places nationally (The Portugal Post, 11 August 2025). On 18 September 2026, the Minister of Labour, Solidarity and Social Security said that 97 percent of requests nationwide now have a place and that the programme covers more than 141,000 children (ECO, 18 September 2026). A national average says little about a specific parish in Lisbon or Porto, and no official waiting list figure by area is published.

How does the Creche Feliz application work in 2026?

Since 9 April 2026, requests for a place in a covered creche are made only online, on the Segurança Social portal, according to the official programme page; Creches.app gives the path as Família, then Desenvolvimento de crianças e jovens, then Creche Feliz. The separate Creche Feliz app was discontinued in May 2026, with its functions moved to the Segurança Social app (Creches.app).

The steps look like this:

1. Log in to Segurança Social Direta. You sign in with your NISS and Segurança Social Direta password, or with Chave Móvel Digital (Creches.app); our post on getting NIF, NISS and SNS in one visit covers the first part.
2. Search the free places near your home or work.
3. Choose up to three creches, in order of preference.
4. Submit and follow the status online.

Creches.app explains that the three choices are processed in cascade: first choice, then second, then third. If none of the three has a place, the request ends and you file a new one. So three choices are a strategy, not a wish list. Mixing one sought after creche with two less requested ones keeps the request alive.

Segurança Social adds one transition rule: children who turn 3 between 16 September and 31 December must apply to pre school, and can stay in creche only if they do not get a pre school place.

Is there a creche waiting list in Portugal, and who gets priority?

Yes, when a creche has more requests than places, it ranks children by a priority order set out on the Segurança Social page:

1. Children who attended the creche the year before.
2. Children with a disability.
3. Children of student parents who are minors, of parents supported under Apoio à Vida Independente, or of recognised main informal carers, or in foster care or shelters.
4. Children with a sibling in the same household at the same creche.
5. Children entitled to Garantia para a Infância or to family allowance in the first or second bracket, whose parents live and work in the creche's area.
6. Children in single parent households or large families, whose parents live and work in the area.
7. Children whose parents live and work in the creche's area.

For a newly arrived family, the practical point is the last criterion: proof that you live and work in the catchment area moves you up. A rental contract and a local address on your documents matter here.

What can families do while they wait for a place?

There are four realistic options, and families often combine them.

Beyond cost, three moves help:

1. Accept the place you are offered, even if it is not your first choice. Holding a place is a stronger position than waiting on a list.
2. Keep the age 3 horizon in view. Lei n.º 22/2025 of 4 March 2025 makes pre school education universal from age 3, and the Directorate General for Education summarises it as a State duty to provide a network that all children from 3 can attend. If your child is two and a half on arrival, the search has an end date.
3. Claim the family allowance you are entitled to. For children up to 36 months, abono de família pays 190.98 euros a month in the first bracket and 161.65 euros in the second in 2026 (Montepio table, updated 23 January 2026). The prenatal allowance starts from the 13th week of pregnancy at the same bracket amounts (Doutor Finanças, 18 February 2026).

A short checklist for arriving families

1. File the Creche Feliz request the month you have a NISS and an address, not the month term starts.
2. Pick three creches with different levels of demand, because the cascade runs once per request.
3. Keep proof of address and work in the creche's area ready.
4. Budget 250 to 650 euros a month for a private fallback, and treat a free place as the upside.
5. If nothing comes through, count the months to your child's third birthday.
