Is it a bad idea to move to Portugal with a teenager?
Teenagers move to Portugal successfully all the time. The families who struggle are almost always the ones who moved in the middle of an exam cycle, or who assumed a public school would absorb a non Portuguese speaker at 16 as easily as at 7.
Pick the gap between cycles
Portuguese secondary education runs a three year block, the 10th to 12th years, ending in national exams that feed university applications. The international route is IGCSEs in Forms 9 and 10 followed by the IB Diploma in Forms 11 and 12. Arriving between blocks costs you nothing. Arriving in the second year of either block means your teenager either restarts a year or finishes qualifications by correspondence with their old school.
So: move before the 9th year, or in the summer straight after it. If you cannot, budget for an international school that runs the same curriculum your child is already in. In Porto, both CLIP and Oporto British School end with IGCSEs and the IB Diploma.
Language support is real, and it has limits
Public schools offer Portugues Lingua Nao Materna (PLNM) under Portaria n. 223-A/2018 for basic education and Portaria n. 86/2025/1 for secondary. A diagnostic test places a pupil at level zero, A1, A2, B1, B2 or C1. Pupils at level zero to B1 follow PLNM instead of the mainstream Portuguese subject, sitting a PLNM final test in the 9th year and a PLNM national exam in the 12th; pupils at B2 or C1 follow the normal Portuguese curriculum.
The practical limit is numbers, not intent. The Directorate General for Education sets a separate PLNM group at a minimum of 8 pupils when all are at level zero or A1, or 10 pupils mixing A1, A2 and B1. Below that, PLNM happens inside the regular Portuguese lesson, which is thinner. Before you sign a lease, ask the agrupamento how many PLNM pupils they have and how the groups are formed.
Paperwork that decides the year group
Foreign school records need equivalencia de habilitacoes, processed by the school or the DGE. This is what places your teenager in the right year. Start it early: a delay here can mean losing a term.
The honest trade off
Portugal gives a teenager safety, independence and a social life that does not depend on being driven everywhere. What it takes away is the friend group they already had, at the age when that hurts most. Involve them in the school visit, and give the first year a low bar for success.
