How much are utilities per month in Portugal for a two bedroom apartment?

Portuguese rent is quoted bare. Electricity, water, gas, waste and internet are all yours, and the total is the line newcomers underestimate most, because the winter bill looks nothing like the summer one.

What a two bedroom flat costs month to month

Portugal Expat Hub puts a whole household at 90 to 200 euros in 2026 and says the total runs higher in winter. Numbeo's crowd figures for an 85 square metre flat sit near the top of that band at 147.65 euros in Lisbon (24 September 2026) and 144.93 euros in Porto (23 September 2026), with internet a separate 29.12 and 32.60.

Why January and February hurt

Portuguese housing is built for heat, not cold. Central heating is rare, insulation and glazing are thin, and most people heat with plug in electric heaters, which is the most expensive way to warm a room. Two mild months at the bottom of the electricity band become two cold ones at the top. Our sources give the band and say winter is dearer; none of them publishes a dated January bill for a specific flat, so treat 120 euros as the realistic ceiling for a T2 rather than a guaranteed maximum.

Setting the meters up

You need a NIF, an identity document, the address, the meter reference (the CPE for electricity) and a Portuguese bank account for the direct debit. Activation takes one to five working days where the connection already exists. Power comes from EDP, Galp, Endesa or Goldenergy, water is municipal (EPAL in Lisbon, Aguas do Norte around Porto), and fibre from MEO, NOS or Vodafone runs about 27 to 30 euros a month for 500 Mbps to 1 Gbps on an internet only plan.

Two levers worth pulling

1. Check the contracted power, the potencia, on your electricity contract. Many flats are contracted for more kVA than the household ever draws and pay a standing charge for the difference. Lowering it is a request to your supplier, not a rewiring job.
2. Buy a dehumidifier before you buy a second heater. Damp, not temperature, is what makes a Portuguese January miserable, and it costs far less to run.
