Do EU citizens need a visa or a residence permit to live in Portugal?

Free movement does the heavy lifting. There is no consulate appointment, no income threshold, no criminal record certificate and no apostille. You arrive, you find somewhere to live, you get a NIF, you open a bank account. Nobody stamps anything.

The CRUE, and why it is not optional

Once your stay passes three months, Lei 37/2006, which transposes Directive 2004/38, obliges you to register with the municipality where you live. You have 30 days after that three month mark to make the request. It is done in person at the camara municipal or junta, with no proxy allowed.

Porto issues it the same day in person, or within about ten business days when the request goes through the online counter. Practice on speed varies by municipality.

Why the certificate matters later

It is easy to skip, and people do, for years. The problem arrives afterwards. The certificate is the document that proves when your legal residence started, and that start date is what permanent residence at five years and naturalisation are counted from. Under the 2026 nationality law, EU citizens need seven years of legal residence. Seven years you cannot evidence are seven years you did not have.

It also smooths the ordinary things: registering with a health centre, some bank and landlord checks, and enrolling children in a public school.

The one case that is different

A non EU spouse or partner of an EU citizen does not follow the D7 or D8 route. They fall under Lei 37/2006 as a family member of a union citizen, which is a separate and lighter track, and they pay no Schengen visa fee.
