Can I register with the SNS while my residence permit is pending with AIMA?

Waiting for AIMA is the normal state of affairs in 2026, and nobody should spend that wait uninsured and unregistered. Registration with the Servico Nacional de Saude is separate from your immigration file, and new residents widely report that the receipt AIMA gives you when you submit works as proof of lawful residence at the health centre counter. No official SNS page states this as a rule, and how strictly a desk applies it varies, so treat it as worth trying rather than guaranteed, and ask which document the desk would accept if it says no.

What to bring

Four things, in this order of importance:

  1. Proof of residence status: your residence permit if you have it, otherwise the AIMA application receipt, or the EU registration certificate (CRUE) if you are an EU national.
  2. A valid passport or cartao de cidadao.
  3. Your NIF, on the card or on the printout from Financas.
  4. Proof of your full Portuguese address. A rental contract, a utility bill in your name or an atestado de residencia from your junta de freguesia all work in practice.

You do not need a social security number to register for healthcare. Bring a Portuguese mobile number anyway, because the SNS 24 systems text you.

Where to go

Your centro de saude is assigned by address, not by choice, so look up the one covering your street rather than the nearest building. Since July 2024 you can also request the numero de utente at an Espaco Cidadao, which is the practical workaround when a health centre gives you a confused answer about AIMA paperwork.

What the number does and does not do

The numero de utente gets you into the system: consultations, the SNS 24 line on 808 24 24 24, prescriptions, vaccines for your children. It does not instantly get you a family doctor, and it does not satisfy the insurance requirement on a D7 or D8 visa file, which asks for private cover in its own right.
