Moving to Portugal myths: twelve claims checked against the 2026 rules

Tax free Portugal, golden visa houses, citizenship in five years, cheap Lisbon rent: twelve claims about moving to Portugal, each marked true, outdated or never true.

The biggest myths about moving to Portugal in 2026 are that it is tax free, that a golden visa still buys a house and residency, that citizenship comes after five years and that Lisbon is cheap: all four are outdated or were never true. Most bad advice about Portugal was accurate once and simply carries no date.

Below are twelve claims still circulating, each with the rule, date and source that settles it.

Is Portugal tax free for remote workers?

No, and it never was. A Portuguese tax resident is taxed on worldwide income at progressive rates from 12.5 percent up to 48 percent above 86,634 euros in 2026, according to PwC Worldwide Tax Summaries (reviewed 24 July 2026). You become resident after more than 183 days in Portugal in any 12 month period starting or ending in the tax year, or earlier if you keep a home you intend as your habitual residence. Is the NHR tax regime still open?

No. NHR closed to new tax residents in January 2024. Titan Wealth International describes a transitional window to 31 March 2025 for people who could show an employment contract or a residence visa or permit by 31 December 2023, or a property purchase or lease or a child enrolled in a Portuguese school by 10 October 2023. Those approved in that window keep the status until 31 December 2033.

Is IFICI just NHR with a new name?

No. IFICI, the regime often called NHR 2.0, sits in article 58-A of the Estatuto dos Benefícios Fiscais and is regulated by Portaria 352/2024/1 of 23 December 2024. The Portal das Finanças FAQ says it taxes qualifying Portuguese employment and self-employment income at 20 percent for 10 consecutive years. Most foreign income is exempt, except pensions; income from blacklisted jurisdictions pays 35 percent.

The Morais Leitão analysis of the regulation lists specific sectors and highly qualified roles, with employers that export at least 50 percent of their turnover, plus research, higher education and certified startups. Anyone who used NHR or the Regressar programme, or was tax resident in the previous five years, is excluded. A remote employee of a foreign company with no Portuguese entity usually has no route: our IFICI eligibility post covers the exceptions.

Does the golden visa still let you buy a house for residency?

No. The real estate route was removed on 7 October 2023 by Lei 56/2023, the Mais Habitação package, according to Global Citizen Solutions (updated 7 September 2026). The routes left in 2026 are:

  1. 500,000 euros in qualifying Portuguese investment funds, not real estate funds.
  2. 500,000 euros for scientific research.
  3. 250,000 euros for arts or cultural heritage.
  4. 500,000 euros of company capital with five permanent jobs.
  5. Ten jobs created.

The stay requirement stays light: seven days in the first year and 14 days in each later period.

Can you get Portuguese citizenship after five years?

Not any more, for new applications. Lei Orgânica 1/2026 was published on 18 May 2026 and came into force the next day. Naturalisation now needs 10 years of legal residence, or seven for EU and CPLP nationals, up from five for everyone. Files submitted on or before 18 May 2026 stay under the old rule, as our post on the citizenship 10 year rule explains. Does the citizenship clock start when you arrive?

No. Under the new law, residence counts from the date the residence permit is issued, not from your arrival or your application, according to Lexidy's reading of Lei Orgânica 1/2026. Only periods covered by a valid permit count. Months spent waiting for a first card are lost, so AIMA delays matter more than before.

Can you apply for the D8 while in Portugal as a tourist?

Not as a standard route. The manifestação de interesse, which let people regularise from inside Portugal, was abolished on 3 June 2024 by Decree-Law 37-A/2024, according to Global Citizen Solutions. You apply for a national visa at the consulate covering your country of residence. The MNE lists two remote work tracks with the same income test of four times the minimum wage (3,680 euros a month in 2026): a temporary stay visa and a residency visa. Only the residency visa leads to an AIMA residence permit.

Does a trip to Morocco reset the Schengen 90 days?

No. Article 6(1) of the Schengen Borders Code allows 90 days in any 180 day period, counted by looking back 180 days from each day of stay. Leaving stops the count growing but never zeroes it: each day drops out 180 days after it was used. Check your own dates with Visa Check.

Is Portugal cheap to live in 2026?

No, not in Lisbon. Investropa (updated 21 September 2026) puts Lisbon asking rents at about 22 euros per square metre a month, roughly 3 percent lower than a year earlier, with a typical one bedroom (T1) at 1,350 euros. Numbeo's crowd sourced figures, updated 24 September 2026, show 1,419 euros in the centre and 1,067 euros outside it. Porto is cheaper at about 18 euros per square metre and a T1 around 1,000 euros, per Investropa. See Lisbon rent prices in 2026 and the destination comparison.

Do you need to speak Portuguese in Portugal?

Not for daily life in central Lisbon, but yes for permanent residence and citizenship. Both routes ask for basic Portuguese at A2 level. The usual proof is the CIPLE exam, run by CAPLE at the University of Lisbon. GrowIN Portugal (September 2026) reports roughly six Saturday sessions a year in Portugal and a 55 percent overall pass mark, with a floor on each component.

Is crypto tax free in Portugal?

Only after 365 days of holding. TokenTax (updated 20 April 2026) reports that since the 2023 State Budget, gains on crypto held for less than 365 days are taxed at a flat 28 percent, while longer holdings are generally exempt. Crypto to crypto swaps usually defer the tax. Staking rewards count as Category E income, taxed at 28 percent.

Is healthcare in Portugal free and easy once you are resident?

Mostly free, rarely easy. Once legally resident you register at your centro de saúde, or at an Espaço Cidadão since July 2024 according to Portugalist, and receive a número de utente. The health regulator ERS says user fees now apply mainly to hospital emergency visits without a prior SNS referral, so call SNS 24 on 808 24 24 24 first. Access is the hard part: Observador reported 1,672,130 SNS users without a family doctor at the end of June 2026, 70.5 percent of them in Lisboa e Vale do Tejo. How do you check a claim about Portugal yourself?

Look for the date first. Portugal changed its residence routes in 2024, closed NHR in 2025 and rewrote its nationality law in May 2026, so an undated answer can be wrong by a full rule. Our moving to Portugal FAQ answers the next questions with dated sources.

Is Portugal still a tax haven for expats in 2026?

No. Portuguese tax residents pay tax on worldwide income at rates from 12.5 to 48 percent in 2026, according to PwC. NHR closed to newcomers in January 2024, and its replacement, IFICI, gives a 20 percent rate only on income from qualifying activities in specific sectors. Most remote employees of foreign companies do not qualify, so plan on standard rates unless an adviser confirms otherwise.

Can you still get a Portugal golden visa by buying property?

No. Lei 56/2023 removed every real estate route on 7 October 2023, including residential, commercial and rehabilitation purchases. In 2026 the golden visa runs through 500,000 euros in qualifying non real estate funds, research funding, a 250,000 euro arts or heritage contribution, company capital with five jobs, or creating ten jobs (Global Citizen Solutions, updated 7 September 2026).

How many years does it take to become a Portuguese citizen now?

Ten years of legal residence for most nationals, and seven for EU and CPLP citizens, for applications submitted from 19 May 2026 under Lei Orgânica 1/2026. The count starts when your first residence permit is issued, not when you arrive. Applications submitted on or before 18 May 2026 are still assessed under the old five year rule. Permanent residence remains available after five years.

Is it cheaper to live in Porto than Lisbon?

Yes, mainly on rent. Investropa, updated 21 September 2026, puts Porto asking rents at about 18 euros per square metre a month and a typical one bedroom at around 1,000 euros. The same source gives Lisbon about 22 euros per square metre and 1,350 euros for a T1. Signed leases in both cities usually come in below advertised prices.
