Should I put my kids in public school or international school in Portugal?

The decision is mostly about your child's age and how long you are staying, not about school quality. Both systems work; they fail different children.

The age rule of thumb

Children who arrive before about 10 typically reach working fluency in Portuguese within a school year and finish primary indistinguishable from their classmates. Children who arrive at 13 or 14 are asked to do adolescence and a new language at the same time while exam grades start to count. That is the point where families who planned on public school usually change their minds.

What public school actually gives you

It is free for legal residents. Enrolment runs through Portal das Matriculas, with up to five schools listed in order of preference and places allocated by catchment area first. Language support is a legal entitlement, not a favour: Portugues Lingua Nao Materna (PLNM) runs under Portaria n. 223-A/2018 for basic education and Portaria n. 86/2025/1 for secondary. Pupils assessed at A1, A2 or B1 follow a PLNM plan and sit the PLNM test in the 9th year; at B2 and C1 they join the regular Portuguese curriculum. Where at least 10 pupils can be grouped, PLNM is taught as a separate class instead of Portuguese lessons.

Quality varies by agrupamento, so visit the specific school in your catchment rather than reading national averages.

What international school buys

Continuity of curriculum, English as the working language, and an exam pathway that transfers if you move again. Portugal has 82 international schools, 38 in the Lisbon metropolitan area, 17 in the Algarve and 8 around Porto, with a median tuition of about 12,000 euros a year as reviewed in July 2026. St Julian's School in Lisbon shows how wide the range gets inside a single school: about 12,693 euros in Nursery rising to 29,970 euros in Year 12 for 2026/2027, before application, registration and capital fees.

A practical compromise

Plenty of families put a younger child in public school and an older sibling in an international one. It costs less than two sets of fees and it usually matches how differently the two children will cope.
