Is it cheaper to live in the US or Portugal?

Two independent sources point the same way, and they measure different things. Eurostat compares the price of the same basket of goods and services across countries. Numbeo collects prices typed in by residents.

Numbeo's summary indices put Portugal 31.3 percent lower before rent, 33.2 percent lower with rent, 37.4 percent lower on rent alone and 38.5 percent lower on groceries.

Where Portugal is not cheaper

  1. Fuel costs about double, and Eurostat puts Portuguese electricity, gas and other fuels at 100.7, right on the EU average.
  2. Lisbon is not Portugal. INE's median rent for new leases in the second quarter of 2026 was 17.79 euros per square metre in Lisbon against 10.17 nationally, so the capital eats much of the saving.
  3. Income tax. A Portuguese tax resident pays 12.5 to 48 percent on worldwide income, which for many Americans is more than they paid at home.

The number that matters most

Local purchasing power in Portugal is 55 percent lower than in the United States on Numbeo's index, because salaries are far lower than prices. Portugal is cheap for someone paid in dollars from abroad and tight for someone paid locally. If your income is a US salary, a pension or freelance work for US clients, the gap in the table is real money. If you plan to find a Portuguese job, it mostly disappears.
