What level of Portuguese do I need for citizenship or permanent residence?

A2 is the second rung of the Common European Framework: everyday exchanges, simple descriptions, familiar topics. It is a realistic target for most adults after a year of steady classes, and it has not moved with the 2026 reform. What changed is that naturalisation now layers a civic knowledge requirement on top of the language one.

How you prove it

The usual proof is CIPLE, run by CAPLE at the University of Lisbon. Practical details for 2026: a fee around 95 euros for a session taken in Portugal, roughly six Saturday sessions a year inside Portugal plus sessions at accredited centres abroad, and a pass mark of 55 percent overall with minimum scores required per component, reading and writing, listening, speaking, so you cannot carry a total on one strong skill alone.

Certificates from accredited Portuguese language courses (for example an A2 certificate from an IEFP or a recognised school) are accepted as equivalents in many files. A civic test known as TNIC has been proposed, but with no confirmed launch date CIPLE remains the language proof.

Book the exam early

Sessions fill months in advance, especially in Lisbon and Porto. Because the exam sits on the critical path for both permanent residence at five years and naturalisation, register as soon as you are inside the last year of preparation rather than after you file.

The same A2 for permanent residence

Permanent residence after five years of legal residence was not changed by the 2026 nationality law and still asks for A2. Under the AIMA fee table in force since 1 March 2026, the permit costs 484.10 euros in all, 133 euros for reception and analysis plus 351.10 euros for the grant, or 363.20 euros through the digital channel. Taking the exam once covers both milestones, so most people sit it ahead of the five year mark and keep the certificate on file.

Where to study

Municipal and IEFP courses under the Portugues Lingua de Acolhimento programme are free or close to free. Private schools in Lisbon and Porto run intensive A2 tracks that map to the CIPLE format.
