How much social security do freelancers pay in Portugal?
Portuguese social security for the self employed is calculated quarterly, not annually, and it lags your invoicing by one quarter.
The formula
Take what you invoiced over the previous three months. Relevant income is 70 percent of that for services, or 20 percent for sales of goods and hospitality. Divide by three to get a monthly base, then apply 21.4 percent.
A freelancer invoicing 9,000 euros over a quarter has 6,300 euros of relevant income, a monthly base of 2,100 euros, and pays about 449 euros a month for the next quarter. Over a year at 60,000 euros of invoicing, contributions come to roughly 8,988 euros.
The quarterly declaration
You declare the previous quarter's income in January, April, July and October, through Seguranca Social Direta. Miss it and the system estimates for you, which is rarely in your favour. The declaration is mandatory even in a quarter with no income, and even during the first year exemption.
Floors, adjustments and comparisons
There is a minimum contribution of about 20 euros a month, so the bill never reaches zero while your activity is open. You can ask for the base to be adjusted up or down by up to 25 percent in steps of 5 percent, which is worth doing if your income is trending and you want contributions to match it.
For context, an employee pays 11 percent of gross pay and the employer adds 23.75 percent, a combined 34.75 percent. A freelancer at 21.4 percent on a 70 percent base pays an effective 14.98 percent of gross invoicing, so the headline rate looks worse than it is.
Two things to plan for
First, contributions are separate from IRS and are not covered by any IFICI flat rate. Second, this calculation is for an activity that has been running a while. If you are just starting, contributions normally begin only on the first day of the twelfth month after you open your activity, a genuine gap rather than a discount, and the receipts from your last exempt quarter are what set your first bill.
