Do I need to speak Portuguese to live in Lisbon?

You can live in Lisbon in English. Whether that is a good idea depends on how long you plan to stay.

Where English works

Restaurants, coworking spaces, gyms, international clinics, city centre bank branches and most landlords who advertise online all operate in English. Younger staff in Lisbon and Porto usually switch to English without being asked. For a stay of a few months, you need almost no Portuguese.

Where it stops working

1. Finanças. Letters, portal menus and counter staff work in Portuguese, and your tax address and residency status on the NIF record are exactly the details that go wrong in a language you do not read.
2. The centro de saúde. Your public health centre is assigned by address, not by language, and reception staff may speak only Portuguese.
3. Leases and building matters. The contrato de arrendamento, condominium notices and utility contracts are Portuguese documents with legal effect.
4. Anywhere outside Lisbon, Porto and the Algarve. In small towns, English is the exception.

Where it becomes compulsory

Permanent residence and citizenship both need basic Portuguese at A2. The usual proof is the CIPLE, run by CAPLE at the University of Lisbon: 95 euros for exams in Portugal on CAPLE's own page, about two hours plus a break across reading and writing, listening and speaking, and passed at 55 percent. For permanent residence, a Português Língua de Acolhimento course at A2 also counts.

The requirement weighs more now that the citizenship clock is longer. Lei Orgânica 1/2026, in force since 19 May 2026, raised the residence period for naturalisation to ten years for most nationals and seven for EU and CPLP citizens; applications filed on or before 18 May 2026 keep the old five year rule. A sensible target

We would aim for A2 within the first eighteen months through the free state courses, then keep going, because A2 is survival level, not conversation.
